Ο Ιωάννης Κωστάκης είναι πτυχιούχος του Τμήματος Οικονομικών Επιστημών του Πανεπιστημίου Κρήτης, κάτοχος Μεταπτυχιακού διπλώματος MSc in Economics and Econometrics από το Πανεπιστήμιο του Kent του Ηνωμένου Βασιλείου και Διδακτορικού διπλώματος (PhD) στην Εφαρμοσμένη οικονομική ανάλυση (με υποτροφία ΙΚΥ) από το Χαροκόπειο Πανεπιστήμιο. Έχει εργαστεί στον ιδιωτικό και δημόσιο τομέα στην Ελλάδα ενώ έχει διδάξει τα τελευταία χρόνια μαθήματα οικονομικής φύσεως στο Χαροκόπειο Πανεπιστήμιο και στο Ελληνικό Ανοικτό Πανεπιστήμιο (ΕΑΠ). Τα επιστημονικά του ενδιαφέροντα περιλαμβάνουν την εφαρμοσμένη οικονομική και οικονομετρική  ανάλυση, την οικονομική συμπεριφορά των οικονομικών φορέων και την έννοια της βιωσιμότητας.
